대한민국 유스 축구 선수의 육성 실태 및 개선 : 우선지명 제도
본 연구의 목적은 프로팀 산하 유스 팀 졸업생을 대상으로 시행하고 있는 우선지명 제도에 대한 선수, 학부모, 지도 자의 인식 조사 결과를 바탕으로 미래지향적인 제도의 방향을 제시하는 데 있다. 먼저 프로축구팀 우선지명 대학교 축구 선수 32명, 프로축구팀 산하 재학 및 졸업생 선수 학부모 22명, 고등학교와 대학교 지도자 21명을 대상으로 개방형 설문 지를 이용하여 우선지명 제도에 대한 인식을 조사하였으며, 다음으로 선수 3명, 학부모 2명, 지도자 3명을 대상으로 우선 지명 제도에 대한 심층 면담을 진행하였다. 각 질문 문항의 유사 답변을 묶어 범주화하였다. 우선지명 제도의 도입 배경은 선수 육성, 구단의 재정적 도움, 선수 관찰, 선수확보 등으로 인식하였다. 우선지명 제도 기간의 적절성에 대해서는 81%(61명)가 긴 평가 기간, 기회의 제한, 선택의 제한 등의 이유로 인하여 “제도의 기간이 길다.”라고 답변하였다. 우선지 명 제도에 대한 장점으로 구단의 선수에 대한 지속적인 관심, 입단 가능성, 동기 부여 등으로 나타났으며, 단점으로는 타 팀 입단 불가, 기회 박탈, 선수 성장 방해 등으로 나타났다. 우선지명 제도의 가장 큰 혜택 집단은 구단으로 인식하였으 며, 이유는 선택권, 재정적 이익, 구단의 자산, 권한 행사 등으로 나타났다. 연구에 참여한 참가자의 과반수 이상이 우선지 명을 폐지해야 한다고 답하였으며, 유지해야 한다고 답변한 상당수의 참가자도 기간을 축소해야 한다고 답변하였다. 선수 의 선택 권리를 침해하고, 축구 산업 발전을 저해할 수 있는 부정적인 요소를 내포하고 있어 우선지명 제도는 폐지하거나 대대적으로 개선할 필요가 있는 것으로 생각된다.
Current Development Status and Improvement of Korean Youth Soccer Players : A Priority Nomination System
The purpose of this study is to suggest the direction for a future-oriented system based on the results of a survey on the perceptions of players, parents, and coaches on the priority nomination system. First, an open questionnaire was used to investigate the perception of the priority nomination system for 32 youth soccer players under professional soccer team, 22 parents of current and graduate players from youth teams, and 21 high school and university coaches, followed by in-depth interview with three players, two parents, and three coaches on the priority nomination system. Similar answers to each question were grouped and categorized. The background of the introduction of the nomination system was the developing of players, the financial help of the club, the observation, and the acquisition of players. The advantages of the nomination system were the club's continued interest in players, possibility of joining, and motivation, and the disadvantages were the inability to join other teams, deprivation of opportunities, and obstruction of player development. The professional club was recognized as the biggest benefit group of the nomination system, and the reasons were options, financial interests, assets of the club, and exercise of authority. More than half of the participants in the study answered that the system should be abolished, and a significant number of participants who answered that it should be maintained also answered that the period should be reduced. These results suggest that the nomination system needs to be abolished or changed on a large scale because it contains negative factors that can infringe on players' right to choose and hinder the development of the soccer industry.
