인종차별철폐를 위한 FIFA의 역할과 활동
축구월드컵(FIFA WORLD CUP)경기는 단일 종목의 스포츠경기이지만, 올림픽경기대회를 능가하는 최고의 스 포츠대회이다. 그러나 모든 것에는 빛과 그림자가 있듯이 축구 종목에도 어둠은 있다. 그 중에 하나가 인종차별의 문제이 다. 스포츠에서 인종차별은 스포츠의 발전과 번영을 저해한다. 한편, 인류에게 있어서 최고의 스포츠인 축구, 축구는 여전 히 막강한 힘을 가지고 있다. 특히 국제축구연맹(FIFA)은 축구의 모든 것을 관리 및 감독하는 무소불위의 스포츠협회(단 체)이다. 이러한 막강한 힘을 가진 FIFA가 축구를 통하여 인종차별을 방지하고 철폐에 대한 노력을 한다면 국제스포츠경 기는 밝은 미래를 내다볼 수 있다. 20세기 초반(1904년)에 창설된 FIFA는 다양한 노력을 통해 발전을 거듭해 왔다. 그리 고 FIFA는 그동안 인종차별철폐에 대한 많은 노력과 활동이 있었다. FIFA는 1960년대에 인종차별(apartheid)을 자행 했던 남아프리카공화국(Republic of South Africa)의 회원자격을 박탈하고 국제경기에 참가하지 못하게 하였다. 이것 은 스포츠협회가 인종차별을 자행한 단체에 압력을 가한 첫 사건이었다. 이로부터 FIFA가 인종차별철폐에 대한 활동은 어쩌면 노벨평화상보다 더 많은 역할을 하였을 것으로 여겨진다. FIFA의 인종차별철폐에 대한 노력은 축구의 발전(스포 츠세계화)은 물론 인류 평화와 화합을 도모하고 있다. 축구를 통한 인종차별철폐를 위한 노력과 활동을 지속적으로 펼치 고 있는 FIFA는 인종차별을 금지하는 자체규범도 마련하고 있다. 이러한 FIFA의 현실적인 노력은 앞으로 모든 스포츠에 서뿐만 아니라 지구상에서 인종차별을 사라지게 만들 수 있다는 희망을 보여주는 실례가 될 것이다.
FIFA's Role and Activities for the Elimination of Racial Segregation
The FIFA World Cup is a football tournament held every four years, but it is the best sports event in the world beyond the Olympic Games. Although football matches have become the world's best sport, FIFA has urgent challenges to solve in order for football matches to be loved by people all over the world. One of these challenges is the issue of racism that is occurring in relation to football matches. Racism in sports is a serious problem that hinders the development and prosperity of sports. FIFA has recognized that racism is an obstacle to the globalization of football matches, and has been making a lot of efforts and activities to solve it. FIFA deprived the Football Association of South African(FASA) of its membership in 1961. The reason was that FASA violated the resolution adopted by 32nd FIFA Congress Rome in 1960 that football matches should be open to all people regardless of race or religion. This was the first case in which the International Sports organizations disqualified their members involved in racism. FIFA has set up rules to ban racism in football matches and is implementing campaigns to eliminate racism. FIFA's efforts to eliminate this racism will not only promote the development of football matches but also promote the peace and harmony of mankind. This active implementation of FIFA's anti-racism policy can be evaluated as an example of the hope that sports can make racism disappear.
