학교체육현장에서의 스포츠 성폭력에 대한 예방과 대책
본 연구는 최근 성폭력 피해 고발 캠페인인 “미투 운동(#Me too)”으로 사회의 각 계층의 성추행 폭로로 이어지 고 국내 사회 전체의 문제로 번지고 있는 상황에서 우리 스포츠계의 성폭력 실태를 점검하고자 한다. 감독과 선수, 선배 와 후배 등 상명하복을 중시하는 스포츠계의 위계적 문화, 외부와 단절된 합숙 중심의 훈련, 훈련 중 지도라는 명목하에 이뤄지는 신체적 접촉, 성의식에 대한 잘못된 인식 등은 스포츠계에서 성폭력이 발생할 수밖에 없는 환경을 제공하였다. 이러한 스포츠계의 성폭력 현상을 점검하기 위하여 기존 스포츠 성폭력 관련 선행연구들을 종합적으로 검토하고, 스포 츠 성폭력이 발생하는 원인과 대책을 재조명하였다. 스포츠 성폭력은 스포츠 현장에서 발생하는 성범죄로서 스포츠 지 도자와 여성 선수 간의 권력관계, 외부와 단절된 폐쇄적인 합숙훈련, 훈련지도에 의한 잦은 신체적 접촉 등의 특수성을 고려해야만 스포츠 성폭력의 원인과 그에 대한 효과적인 대책을 제시할 수 있다. 위와 같은 원인에 근거하여 스포츠 성 폭력 근절을 위한 대책 방안으로 성폭력에 대한 체계적인 교육, 성폭력 상담을 전문적으로 해줄 수 있는 성폭력 상담소 설치와 스포츠 성폭력에 대한 관리･감독이 가능한 기관의 설치, 남성 지도자로 편중된 스포츠 현장에 여성 지도자에 의 한 지도, 합숙 중심의 훈련을 폐지하기 보다는 훈련 방식의 개선, 스포츠 성폭력에 관한 법률교육 및 스포츠 관련 법률지 식을 교육할 수 있는 스포츠법 교육, 마지막으로 스포츠 성폭력에 대한 형사적 제재를 제시하였다.
Study on the Prevention of Sports Sexual Violence in School Sports Field
As Korean society is undergoing extensive disclosure of sexual harassment experiences as a result of the influence of the "Me Too" campaign, this research aims at inspecting sexual violence in the Korean sports community. An atmosphere, which puts emphasis on hierarchical relationships, training involving physical contact between players and coaches, and an erroneous gender consciousness has provided an environment in which sexual assault is inevitable. In order to examine the sexual violence within the sports community, this research focused on existing articles and data and to delve into prior studies, this research reviews the causes and countermeasures of sexual violence in sports. Due to distinct features of sports society, special consideration must be taken in order to discover causes of sexual assault and propose effective countermeasures. As a result, systematic education of sexual violence and sports law, a method to improve camp training, and establishing counseling and supervisory offices, criminal sanctions are suggested in order to prevent sexual harassment.
