수상구조사 국가자격 설립목적과 수상안전연구 고찰
수상구조사의 국가자격 설립목적을 정립하고, 이를 통한 수상안전제도 제고를 위한 기초자료를 제공하는데 본 연구의 목적이 있다. 수상구조사의 국가자격 설립배경을 파악하기 위해 해양경찰청 인가를 받은 인명구조요원 민간단 체를 연구대상으로 선정하였다. 더불어 해양경찰청 고시 및 관련 법령, 관련 보도자료 등을 바탕으로 국가자격으로 신설 된 수상구조사의 설립배경 분석을 본 연구의 대상으로 하였다. 자료수집을 위해 국내 인명구조요원 인가를 받은 민간단 체의 홈페이지와 문헌자료를 통해 자료를 수집하고, 해양경찰청 홈페이지에 제시된 수상구조사 관련 고시 및 자료를 바 탕으로 본 연구에 필요한 자료를 수집하였다. 수집된 자료를 바탕으로 국내 민간단체의 현황을 분석하고 문제점을 도출 하였으며, 이를 바탕으로 수상구조사의 국가자격 설립목적을 고찰하였다. 민간단체가 교육하고 있는 인명구조요원 과 정의 개선 방향으로 첫째, 민간단체 인명구조요원 과정의 용어를 ‘인명구조요원’으로 통일하는 것이다. 둘째, 교육과정 을 통일 시키고, 체계화하여 수상안전사고를 예방할 수 있는 교육과정으로 변화해야 한다. 셋째, 해양경찰청 주도로 평 가기준을 정립하고, 수상안전연구기관을 정부와 민간의 공동기구로 설립하여 수상안전에 대한 연구와 발전을 도모해야 한다. 아울러, 수상구조사 국가자격 제도가 정착하고, 활성화하기 위해서는 첫째, 다양한 공무원 분야의 가산점 제도가 도입되어야 한다. 둘째, 해양사고가 빈번하게 발생하는 지역에는 수상구조사 자격을 가진 인력을 의무로 배치하여 해양 사고를 예방하려는 노력을 해야 한다. 셋째, 수상구조사 국가자격에 대한 범국민적 관심을 일으키기 위한 캠페인과 프로 그램을 각 해양관련기업들과 함께 정부기관과 공기업 그리고 학교들을 대상으로 정기적으로 운영할 필요가 있다.
A Study on the System of Marine Safety based on the Background of the National License of Coast Guard
The purpose of this study was to establish the background of the national license of cost guard, and to provide basic data to enhance marine safety. Private organizations of lifeguard that received approval by the Korea Coast Guard and marine policy, legal act, and press releases were selected for this study. The current state and problems of private organizations were analyzed based on literary materials. In order to improve the curriculum of coast guard first of all, the term 'Lifeguard' by private organizations should be standardized. Second of all, the curriculum also needed standardization and changes should be made to the curriculum that can prevent accidents in marine safety. Third of all, the standard of evaluation should be standardized at the head of the Korea Coat Guard, a research institution should perform with government and private to improve research in marine safety. Furthermore, in order to establish and active the national license of coast guard firstly, additional points for various government employees should be introduced. Secondly, coast guard should assign ares where marine accidents happen frequently on the duty in order to prevent marine accidents. Thirdly, campaigns and programs were operated by companies with marine, government, private regularly to bring national attention.
