The purpose of this study was to find out organizational commitment and service orientation about manager’s physical education major or not focusing on community sport among public sport facilities. Thus, they will offer good service and effective organizational formation. We have analysed instructor, 10 public sport facilities around Seoul and Gyeonggido area and collected total of 134 surveys. We used frequency analysis, confirmatory factor analysis, exploratory factor analysis, correlation analysis, t-test and ANOVA, dummy variable regression for statistical analysis. The analysis indicated that in the Gyeonggido area, only few managers were physical education major. First, manager’s physical education major or not showed affirmative effects on organizational commitment. Specially, affective commitment influenced on the communication of manager and instructor. Second, manager’s physical education major or not showed affirmative effects on service orientation. Specially, service of leadership and encounter influenced on sport expertise and understanding of sport facilities. This research showed that there were many issues related to the management of the facilities and showed many limitations in providing correct and good services to the public. It suggests that the system should require a severe restructuring of the management of the public sport facilities and understanding of the need for physical education major.
